In saucepan set over medium-high heat, combine cream, water, 5 tbsp sugar, vanilla and salt. Bring to boil, stirring often.
Stir in white rice. Reduce heat to medium-low; cover and cook, stirring frequently, for 5 to 6 minutes or until rice is very tender and liquid is slightly thickened.
Divide among 4 or 6 serving cups. Let stand for 15 to 20 minutes or until thickened.
Stir remaining sugar with cinnamon; sprinkle over rice pudding. Drizzle with chocolate sauce.
Alternatively, serve rice pudding cold. Cover and refrigerate for 1 to 2 hours or until chilled.
