Step 1
Heat rice according to package directions.
Step 2
Heat oil in a medium skillet over high heat. Add beef and cook, stirring occasionally, until browned, 3-4 minutes.
Step 3
Add cabbage, onion, paprika, garlic powder, salt and pepper. Cook for 3 minutes, stirring. Serve over rice.
Step 4
Top with tomato sauce.
