Heat oil in a large saucepan over medium-high. Cook carrots, celery and onions for 5-7 minutes, or until starting to soften.
Add broth and pepper to saucepan; stir. Bring to a boil.
Stir in broccoli and rice. Reduce heat to medium-low. Simmer for 10-15 minutes, or until vegetables soften, stirring frequently.
Add soup, in batches, to a blender or food processor; cover. Blend until puréed.
Return soup to saucepan. Add milk and cheese. Cook until heated through, stirring occasionally.
If you like to serve your soup with a side of bread for dipping, why not liven things up by making garlic bread? Simply spread some garlic butter on each slice of bread and bake at 350°F until golden. The buttery garlic bread tastes amazing with this soup!
