Preheat oven to 350°F.
Prepare rice according to package directions. Cool completely.
Stir together rice, coconut, condensed milk, pineapple, chocolate chips, flour, lemon juice, lemon zest, vanilla extract, baking powder and salt in a large bowl.
Line a baking sheet with parchment paper, then coat with nonstick cooking spray. Drop mixture by heaping tablespoonfuls onto baking sheet. Bake for 15-20 minutes, or until golden brown.
Cool cookies on baking sheet for 5 minutes. Remove to wire racks and cool completely.
