Heat oil in a large skillet over medium-high heat. Add beef and onions and sauté, stirring frequently, until meat is browned and cooked through, about 5-7minutes.
Add water, ketchup and mustard to skillet. Bring to a boil.
Stir in rice. Sprinkle with cheese and cover. Reduce heat to medium-low and simmer for 5 minutes.
Remove from heat and let stand for 5 minutes. Stir to combine.
