Preheat oven to 350°F.

Prepare rice according to package directions; set aside.

Meanwhile, heat oil in a large, nonstick skillet over high heat. Add beef and cook for 5 minutes, or until browned and cooked through. Drain off excess fat.

Add rice, beans and tomatoes and green chilies to skillet, and reduce heat to low. Cook, stirring to combine, until heated through.

Cover bottom of a 9 x 13-inch baking dish with chips. Layer half of cheese over chips.
Step 6
Top chips and cheese with rice mixture. Top with remaining cheese.
Step 7
Bake, uncovered, for 15 minutes, or until cheese is melted. Garnish with dollops of sour cream, then green onions, if using.
