Heat seasoned ground beef according to package directions.
Heat quinoa and rice according to package directions.
Remove top and seeds from bell pepper.
Place bell pepper in a small, microwave-safe dish.
Add water to inside of pepper.
Microwave on HIGH for 3 minutes, or until the pepper is softened.
Combine quinoa and rice, beef, tomatoes, mozzarella cheese and basil, if using, in a small bowl.
Stuff mixture into prepared bell pepper.
Microwave on HIGH for 1 to 2 minutes, or until heated through.
Top with Parmesan cheese, if using.
