Place ground beef or sausage into a microwave-safe dish. Microwave on HIGH for 2-3 minutes, stirring halfway through, until cooked through and no longer pink. Set aside.
Heat rice and quinoa according to package directions.
Cut pepper in half vertically and remove top and seeds. Place in a small, microwave-safe dish. Sprinkle with water.
Microwave on HIGH for 3 minutes, or until the pepper is softened.
Combine beef, rice and quinoa, tomatoes, mozzarella cheese and basil, if using, in a small bowl. Stuff mixture into prepared bell pepper halves.
Microwave on HIGH for 1-2 minutes, or until heated through.
Top pepper with Parmesan cheese, if using.
To make this recipe ahead of time, complete Steps 1-5, then refrigerate pepper. When it’s time to eat, proceed with Steps 6 and 7.
